Zero Tolerance Towards Ragging

MIT University Sikkim is committed to maintaining a safe, inclusive, and respectful academic environment that promotes the holistic development of every student. In alignment with the directives of the University Grants Commission (UGC) and the Hon'ble Supreme Court of India, the University adopts a strict Zero Tolerance Policy toward ragging in all its forms.

Ragging, in any manifestation—verbal, physical, psychological, or online—undermines the values of dignity and equality that the University upholds. Therefore, any act of ragging, whether committed on campus, in hostels, or outside the premises, will invite strict disciplinary and legal action as per UGC and State Government guidelines.

Our Mission

The mission of the Anti-Ragging Cell is to foster a culture of mutual respect, empathy, and belonging among students. The Cell works proactively to prevent ragging through awareness, field visits, vigilance, and swift action on any reported cases.

Our goal is to ensure that every student feels protected, supported, and empowered to pursue their academic journey in a safe and nurturing environment.

Objectives

    To ensure strict compliance with UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009.

    To create and sustain a ragging-free campus through preventive, curative, and punitive strategies.

    To build awareness among students about the harmful impact of ragging on individual dignity and institutional reputation.

    To develop a strong support mechanism for students ensuring timely redressal of complaints.

    To promote values of empathy, teamwork, discipline, and responsible behaviour within the student community.

Structure of the Anti-Ragging Mechanism

The Anti-Ragging Cell at MIT University Sikkim functions through two primary bodies:

Anti-Ragging Committee

The Committee serves as the apex decision-making body for all anti-ragging matters. It formulates policy, monitors preventive measures, and ensures prompt disciplinary action in reported cases. The Committee includes senior faculty members, administrative representatives, student leaders, and external members such as SHO (Ranipool Police Station), Advocate (East Sikkim District Court), and Parent representatives.

  • Review and update anti-ragging measures periodically.
  • Conduct meetings to assess campus safety and student well-being.
  • Recommend disciplinary or legal actions as per the gravity of the incident.
  • Coordinate with the Anti-Ragging Squad and University administration for enforcement.

Anti-Ragging Squad

The Squad operates as the active on-ground team responsible for regular inspections, surprise visits, and immediate response to complaints. It consists of faculty members, wardens, and student representatives.

  • Conduct regular checks in canteens, classrooms, and recreational areas.
  • Interact with first-year students to ensure their comfort and security.
  • Identify potential risk zones or situations that may lead to ragging.
  • Report incidents to the Committee for necessary action.

Policy Guidelines

Prohibition of Ragging

Ragging in any form—verbal, physical, emotional, or cyber—is strictly prohibited within MIT University Sikkim campus, affiliated hostels, and any location where students represent the institution.

Scope of the Policy

This policy applies to all students of MIT University Sikkim, whether studying on campus or representing the institution elsewhere, including online platforms.

Awareness & Preventive Measures

Orientation programs, awareness workshops, and anti-ragging declarations are conducted every academic year. Posters, banners, and digital notices are displayed across the campus to reinforce awareness.

Reporting Mechanism

Students can report incidents anonymously or directly via written complaint, email, or phone. The Cell ensures complete confidentiality and swift inquiry within 72 hours of receiving a complaint.

Disciplinary Actions

Actions may include written warnings, suspension, expulsion, debarment from examinations or placements, cancellation of admission, or filing an FIR under IPC — depending on severity.

Preventive & Promotional Activities

Anti-Ragging Awareness Week

Annual events including seminars, pledge campaigns, street plays, and poster competitions to sensitise the student community.

Counselling & Support

Psychological counselling and emotional support services available for victims, witnesses, and accused — managed by the student welfare office.

Induction & Orientation

Dedicated anti-ragging sessions for incoming first-year students during the institutional induction programme every academic year.

Collaboration with Law Enforcement

Continuous coordination with local police and district administration of Gangtok East Sikkim for swift legal action.

Role of Students

  • Report any suspected or witnessed incident immediately.
  • Support peers in distress without fear of retaliation.
  • Participate actively in awareness and pledge initiatives.
  • Sign the Anti-Ragging Undertaking at the time of admission.
  • Refrain from any behaviour that demeans or intimidates others.

Role of Faculty

  • Mentor students and promote a harmonious learning atmosphere.
  • Stay vigilant, especially during induction and orientation periods.
  • Provide support and guidance to new and first-year students.
  • Report any observed or suspected ragging incident to the Cell.
  • Participate in anti-ragging training and awareness workshops.
